The United Kingdom and the United States have forged a key trade agreement that will keep zero tariffs on British drug exports going into the US market.

The Terms of the Accord

Under the terms of the agreement, the UK has committed to increase funding on medicines through the NHS. This commitment secures that tariffs on these vital goods will remain at nothing for a duration of three years.

This agreement follows previous statements to dramatically increase import taxes on patented pharmaceutical products, with increases floated as high as one hundred percent.

"This agreement between the UK strengthens the worldwide climate for new treatments and establishes much-needed balance to transatlantic medicine commerce," a statement said.

Trade Significance

Pharmaceuticals represent one of the Britain's most significant export categories to the US, which is easily the largest market for major British pharmaceutical firms.

Export figures show that in the year to the end of September, the UK exported drugs worth £11.1bn to the US. This amount made up a significant portion of British export trade in that period.

"This agreement protects work, boosts capital expenditure and paves the way for the UK to become a international leader for biotech and pharma," a minister commented.

Key UK Commitments

The pact includes several key changes from the British government:

  • Revised Affordability Limit: The UK will lift the cost ceiling at which it deems new medicines to be unaffordable by a quarter.
  • Higher Drug Budget: There is a target to increase overall health service expenditure on drugs from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The sum manufacturers must return to the NHS to prevent overspending will be limited at 15%. In the past, repayments topped twenty percent.

Broader Context

The pact follows a long-running dispute between the sector and the ministers over spending levels and NHS adoption.

These tensions were intensified by arguments that American customers were charged significantly more for the equivalent treatments than consumers in the Britain and the EU.

Recently, several large manufacturing plans in the UK have been delayed or scrapped, while multi-billion-dollar expansions have been pledged toward US facilities.

One official stated that the NHS must invest a greater share on medicines, noting that its expenditure on drugs had decreased as a share of its overall budget over the past decade.
